Since writing the above I have ascertained that the Russian Admiral, referred to in paragraphs 2 and 3, landed from the home-ward German Mail on the 9th instant and accompanied by the former Commander of the "Kaiserlor" stayed for 12 hours in the refugee encampment. He did not communicate with me.
