3. My reasons for this recommendation are that Mr. Williams has applied for the post for which he is strongly recommended by the Inspector of Schools who considers he is entitled to this earlier opportunity of promotion than would be afforded to him by the transfer to the enlarged Yaumati School under the conditions mentioned in paragraph 2 of your Despatch No. 179 of the 10th June, 1904.

4. I am instructing the Inspector of Schools to endeavour to obtain locally a District Master to succeed Mr. Williams at the Saiyingpun Anglo-Chinese School at the salary of £270 to £360 by £30 triennial increments provided for in the Estimates.

5. I do not propose to make any change for the present in Mr. Curwen's position.

I have, as I stated I should do in paragraph 3(v) of my Despatch No. 363 of the 7th October forwarding the Estimates, further consulted with the Inspector of Schools with regard to the appointment of a Head Mistress to the Victoria School and have decided that this appointment should be made at the salary of £120 to £160 by £20 triennially provided for in the Estimates in order that infant classes should be held in the School but that girls should not be admitted to the School except to those classes. The appointment of pupil teacher for this School for which £120 is included in the Estimates will not be necessary for the present.

I have further decided that boys over 12 years of age should not in future be admitted to the Kowloon English School and that the three there now should cease to attend after the Victoria English School is opened. It seems
