I have the honour to submit for the signification of His Majesty's pleasure Ordinance No. 16 of 1904, entitled "An Ordinance to enable The Trustees of Saint John's Cathedral Church in Hongkong to hold and deal with property for the purpose of promoting the work of the Church of England in Hongkong and China". I also transmit the usual Report by the Attorney-General.
1. The measure was introduced at the request of the Trustees of the Saint John's Cathedral for the reasons which are stated in the Attorney-General's report. In amplification of those reasons, I enclose a copy of a letter from the Bishop of Victoria which shows why it was considered desirable that the Trustees should be empowered to hold property in China.
