TELEGRAM
from Secretary of State, London, to Governor, Hongkong,
dated the 15th. October, 1904.
Referring to your telegram of 7th. October Campbell
telegraphs to Foreign Office that there is no objection to his
appointment as Transvaal Emigration Agent at Canton providing he can
delegate duties. Can Cowan perform duties at Canton as well as work
at Hongkong, if not, Campbell and his delegate before whom indentures
will be signed at Canton, must be formally appointed by Governor of
Transvaal Emigration Agents at Canton to comply with Transvaal Regu-
lations. I should be glad to have by mail full report suitable for
presentation to Parliament, if necessary, on arrangements made at Hong
Kong, Huchau and Canton when they are completed.
