Referring to your Confidential Despatch of 8th August
Foreign Office learn that from Chinese Minister here that emissaries
from Hongkong engaged in recruiting labour for the Transvaal have been
arrested by Chinese Authorities. Governor of Transvaal informs me that
to the same effect and adds that coolies have been stopped on the way
to Hongkong and that Macao arrangement described in your telegram to
me of 4th August is not being carried out. Please report by telegram
immediately. Have arrangements indicated in your Confidential Despatch of 8th August broken down?
