11. While referring to these Agents, I am glad to be able to inform you that their arrangements for the care of the emigrants at their depot at Laichikok which I inspected on the 5th instant appeared to me excellent. I am also quite satisfied that the Transvaal migration Agent takes every step to ensure that the men intending to emigrate have full knowledge of the contract into which they have to enter and desire to enter into it.

12. After careful consideration of the foregoing facts I have decided to await the arrival of Mr. Perry before suggesting further action in the matter of emigration to South Africa via Hongkong. I am not without hopes that the Kwangsi Province may still be tapped through Wuchow and though I have doubts whether we shall overcome the resistance to emigration via Canton it may be possible with the approval of the Viceroy of the Two Kwangs to collect labourers at Hong-Kong from some more distant part of Kwangtung and it may also be possible to obtain men from the Fukhien Province.
