23070 I have had under consideration your Despatch No. 219 of the 15th July last, in which you suggested that a Bill should be introduced into the Legislature of this Colony providing that conditions similar to those required by the Schedule to the Convention respecting the employment of Chinese Labour in South Africa shall, in so far as they do not already do so, apply to all ships carrying coolies from Hongkong to South Africa.

The Transvaal Emigration Agent, who in accordance with your request was consulted in the matter, pointed out that the instructions issued to him required with regard to shipping not only that the ship and its appointments should be in every way equal to the requirements of the Emigration Act, 1883, of India, with Rules thereunder as far as made applicable by the Convention of the 13th May, 1904, but also imposed certain other conditions on the issue by him of a licence to the Ship Master and that unless the Master held this licence labourers should not be permitted to embark on a ship as they would not be permitted to land in South Africa.
