Accommodation, for constructing a small harbour for the protection of junks from typhoons, for carrying out various other urgently required Public Works and for interest on a loan for constructing the Railway from Kowloon to the confines of the British Territory. Sir,

Your most obedient

Humble servant,

M. Nathan

Governor, &c.
