I propose that in substitution for these terms the following should in future be adopted.

(1.) The probationers to be engaged for 3 years at a salary of $480 rising to $600 per annum by $60 annual increments and light and fuel allowance of $84 per annum.

(2.) The probationers to agree to serve the Government for 2 years after their probation, if found suitable, with the title of "Nurse" at a salary of $720 rising to $840 per annum by $60 annual increments and light and fuel allowance as before.

(3.) The Nurses, after the completion of 2 years service as such may, at the Governor's option, be brought on to the permanent establishment with the title of "Staff Nurses" at a salary of £80 rising to £120 per annum by £20 triennial increments and fuel and light allowance as before. They would be subordinate to the Nursing Sisters obtained from England.

These terms, which give the Government some lien on the Nurses that they have trained and also hold out to probationers better chances than they had before of permanent employment, are, I believe, more calculated than the former ones to make the scheme initiated in 1896 a success.

Dr. Atkinson concurs in this view and proposes, if you approve its adoption, to systematize the training by publishing the following curriculum.

1st year. (a) Elementary Anatomy.

2nd year. (b) Elementary Physiology. (a) Practical Nursing. Bandaging. (b) Elementary Surgery in relation to Nursing. (c)...
