Sanction to the appointment of a clerk and an assistant clerk in this Department for forestry licences was applied for in my Despatch No. 322 of the 20th August, 1904.

Education. The items for the Victoria British School are in accordance with the recommendations contained in my Despatch No. 326 of the 26th of August. A recent inspection of the schools of the Colony has confirmed my opinion as to the advisability of the establishment of this school for boys. I am by no means certain now that girls should be admitted to it, and should you approve the scheme as put forward I shall consult further with the Inspector of Schools before making the appointment of Head Mistress to the new school.

Various minor appointments, increases in pay to coolies, etc., and additions to "Other Charges". The need for these is sufficiently explained in the Colonial Secretary's Memorandum on the Estimates of Expenditure.

Certain items which appear under Public Works Recurrent in the Estimates for 1904, have been transferred to Public Works Extraordinary because the works upon which the votes are spent are of a permanent nature, and though the items will recur in future re-estimates the amounts for them will vary considerably from year to year according to the requirements of the time and the funds that can be made available to meet them.
