Sir,
I have the honour to transmit for the signification of His Majesty's pleasure the accompanying Ordinance entitled 'An Ordinance to apply a sum not exceeding Five Million Eight Hundred and Thirty-five Thousand Four Hundred and Seventy Dollars to the Public Service of the year 1905', ($5,835,470), No. 12 of 1904, and the customary report of the Attorney-General thereon.

I enclose eight copies of the Estimates for 1905, two Memoranda explanatory of the Estimates of Revenue and Expenditure respectively, an Abstract showing the differences between the Estimates of Expenditure for 1904 and 1905 year by year, and a Statement of Assets and Liabilities on the 31st of December, 1903, to which is appended a Statement of the Estimated balance of Assets over Liabilities on 31st December, 1904, and Statements regarding the position of the Loan Account.

The items in the Estimates of Expenditure that have not yet received your specific sanction are the following:-
