I had a long conversation with ... about the Police Force, from which I am inclined to think that Sir H. Blake's views on their inefficiency were rather exaggerated. The main trouble is that there are not enough men, so the roads are not properly patrolled.
He tells me also that they used to get excellent recruits from the Scotch Police Forces and that the supply has fallen off, largely because of exaggerated fears of plague.
