Report on Ordinance No. 11 of 1904.

I have examined the accompanying Ordinance, entitled

An Ordinance to amend the Protection of Women and

Girls Ordinance, 1897

and I am of opinion that the Ordinance is one which is not contrary to

the Governor's Instructions.

The object of this Ordinance is to enable the police

to deal more effectively with the evil of so-called "sly

brothels" by reviving the provisions of the Protection of

Women and Girls Ordinance, 1899, regarding penalties imposed

on brothel keepers. At present these persons, as their houses

are from time to time ordered to be closed by a Magistrate,

continue to remove, and so keep beyond the reach of any

penalty.
