I have the honour to transmit for the signification of His Majesty's pleasure an Ordinance (No. 9 of 1904) entitled "An Ordinance for enabling the Tung Wah Hospital to acquire, hold, mortgage and sell land and hereditaments in the Colony of Hongkong", with the report of the Acting Attorney-General which gives the reasons for this measure.
2. The Solicitors for the Tung Wah Hospital raised the question of the inconvenience caused by the manner in which the various assignments of properties to or for the benefit of the Hospital had been made, in a letter dated as far back as the 2nd July, 1900, a copy of which is enclosed.
3. In the Ordinance care has been taken to preserve control by the Governor over the investments in real property in the Colony or dispositions of the property vested in the Hospital, by the Hospital Authorities.
