I have examined the accompanying Ordinance, entitled
An Ordinance to regulate the Internment of Refugees belonging to the Russian and Japanese forces
and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
The object of this Ordinance is the regulation, in accordance with the principles of international law, of the internment of any person belonging to the forces of Russia and Japan who, during the present war between those countries, may seek refuge under the British jurisdiction, and may come within this Colony.
