light blue the lots (No. 102 and parts of Nos. 419 and 420), which it is proposed to treat in the same way but with regard to which negotiations are not completed; in dark red the lots (Nos. 1012, 1013, 1014, 1015 and part of No. 1087), which have been resumed; and in light red lots Nos. 69/A, 79, 80, 81 and 1011) with regard to which it was formerly thought an exchange might be arranged but which it now appears it will be necessary to resume. The same plan shows in dark sienna the roads which have been constructed in accordance with the original scheme and in light sienna the roads which have still to be formed to carry out that scheme. It also shows in yellow lots in the immediate vicinity of the roads that will be available for sale as building lots.

The negotiations with regard to the exchanges not yet completed have gone so far that the Acting Director of Public Works is satisfied that they will be satisfactorily carried out and that no expenditure will be involved. The negotiations with regard to the land still to be resumed have not resulted in any arrangement being arrived at. It will therefore be necessary, if the scheme is to be carried on, that arbitration should be resorted to in the case of lots Nos. 69/A, 79, 80, 81 and part of lot No. 1011. For the first 4 lots, that are all in one ownership, the Acting Director of Public Works estimates compensation at $22,070; for the part of lot 1011 he estimates it at $18,535; it therefore seems safe to put down the total compensation that may be awarded by arbitration at not more than $50,000. This is a large addition to the $22,660 already sanctioned by you for resumption of land for the road scheme
