Emigrants have been passed through the depot at Wuchow. In these circumstances the Governor would be glad if you would impress on the Viceroy the desirability of issuing such further instructions to the local authorities as will ensure a full result being obtained during the current month from the arrangement of the 25th July so that the Convention signed four months ago to give effect as regards emigration to South Africa to the Treaty made at Pekin in the year 1860 may not remain a dead letter as far as concerns the important part of the Empire of China under His Excellency the Viceroy's jurisdiction.
