From the Secretary of State, London, to the Governor, Hongkong,
dated 8th September, 1904.
Your telegram 3rd September. Shipowners state
they have received telegram to the effect that Hongkong Government
insist on crew returning on "Inkur" instead of being repatriated
as distressed British subjects in accordance with my telegram of 2nd
September. Is it true? Telegraph reply.
