But with reference to Mr Kemp, for whom I entertain
the highest respect, I thought that our relative positions had
already been settled by your Lordship's predecessor the Right
Honourable Joseph Chamberlain appointing me in August 1902 to the
office of Deputy Registrar and Accountant, in preference to Mr
Kemp who was also then a candidate for the office.
5. In view therefore of this selection I thought my status
at least with reference to Mr Kemp, had been indelibly fixed, and
in all that pertained to the Registry - if ever he should come in-
it would be as junior to me.
8. I would venture to remind your Lordship that I have
been continuously engaged in the Registry of this Court in either
one or other of the Deputyships, and sometimes doing the duties
of both, since 9th September 1897 - a date previous to Mr Kemp's
entry in the Hong Kong Civil Service, and have performed the
duties of Deputy Registrar and Appraiser during the following
periods :-
a. 16th December 1898 to 28th January 1900.
b. 30th May 1900 to
7th April 1902.
c. 16th October 1905 to present time.
At the present moment I am performing the duties of both Deputies,
and it will be seen that I have acted as Deputy Registrar and
Appraiser
