I sincerely regret that after a period of
nearly 20 years of public service in this Colony. I
should feel obliged to address your Lordship in the
nature of a complaint and also of appeal, but the
recent appointment of Mr F.H. Kemp, passed Cadet, to be
Deputy Registrar and Appraiser of this Court in the
place of Mr A. Seth, now Registrar, thus taking prece-
dence over me the Deputy Registrar and Accountant, and
giving Mr Kemp the higher legal work, has left me no
resource but to appeal to your Lordship and to place
the facts on which I base my own claims to preferment
before you and to ask for your most kindly consider-
ation.
