the appointment of Mr. J. H. Kemp, Passed Cadet, to succeed
Mr. Arathoon Seth as Deputy Registrar and Appraiser, I have
the honour to transmit herewith a letter from Mr. J. W. Lee-Jones,
Deputy Registrar and Accountant, in which he asks for
a reconsideration of the appointment of Mr. Kemp to a post to
which he considers himself entitled, or, failing that, for a
transfer to some other post, commensurate with his experience
and attainments in another Colony.

he now holds, which is one of those for which it has been decided
that Cadet Officers shall be regarded as having special claims,
are set forth in Mr. Chamberlain's Despatch No.276 dated the 29th August, 1902.

The post of Deputy Registrar and Appraiser
is similarly one for Cadet Officers; it carries with it salary
on the same scale as that of Deputy Registrar and Accountant
but the more important legal work falls on the holder of the former office.
