Hongkong, 19th. August, 1904.

This licence was refused on the strength of Lord Knutsford's Despatch of the 9th. August, 1892, in which he stated that he was not prepared to authorise Sir William Robinson to permit Chinese Emigration to Cuba or Peru.

3.

On the 28th. July an application for the removal of the prohibition against free emigration from a Mr. Ku Fai Shan of the Po Lung Firm and Charterer of the S.S. "Kensington" was submitted and recommended by the Registrar-General in the letter of which a copy is attached. The Honourable Dr. Ho Kai, Member of the Legislative Council, also supported the application.

4.

The RIGHT HONOURABLE

ALFRED LYTTELTON, K.C., M.P.,

&C., &C.

It was then brought to my notice that in Despatch
