Greenwich. The proposed 8 hour Zone extending from the meridian of 112 to that of 127 East of Greenwich will have the time of longitude 120 East. Accordingly Hongkong time will receive an advance due to 5° 49' 32" that is of 23' 18". The Chamber of Commerce see no inconvenience in this advance.
The other British Possessions within the 8 hour Zone are Weihaiwei which, according to Mr. Tyler's minute, has already adopted the time of 120° East Longitude, Labuan and North Borneo, which are quite as favourably situated as Hongkong for its adoption, and part of Western Australia, which need not here be considered.

Of Foreign Countries and Colonies within the Zone, (apart from China,) Kiao chow, Formosa and the Philippine Islands have adopted Zone time and I propose to communicate on the subject of its adoption with the Governor of Macao as suggested by the Chamber of Commerce. I have not thought it necessary to await the result of this communication before asking your sanction to the proposed alteration of time at Hongkong. This might conveniently be sent to me in a telegram consisting of the one word "Zone".
