Government House, 22nd August, 1904,
I have the honour to enclose herewith a Memorandum dated the 22nd June, 1904, by Mr. W. F. Tyler, the Coast Inspector of the Chinese Maritime Customs, on the desirability of adopting Zone time in this Colony.
2. This Memorandum was referred to the Harbour Master who saw no necessity for the change and then to the Hongkong Chamber of Commerce who have furnished a full and interesting opinion, of which I annex a copy, in favour of it.
3. I am myself strongly in favour of a Zone time system replacing local times at the Ports of Countries that are in the early stages of railway development. The general adoption of this system throughout China, which is desired by the Chinese Maritime Customs, will be facilitated by its acceptance by Hongkong and I accordingly ask your sanction to my giving this assistance by assenting to the proposed change.
4. The Observatory at Kowloon, which at present gives local time to the Colony, is 114° 10' 28" East of Greenwich.
