The Chinese Authorities to provide suitable quarters to serve as office and Depot at Wuchow, for receiving, passing, examining and registering coolies, in as close proximity to the port, as possible: also to provide free a suitable adjacent piece of ground for Butterfield and Swire to build suitable quarters for housing the coolies until shipment.

10.

Butterfield and Swire to supply all the advertising matter necessary to circulate the conditions of contract &c., &c.

11.

A suitable proclamation encouraging the people to emigrate to South Africa under the Convention shall be issued by the Viceroy and published widely.
