Proposed Arrangement for Accepting Coolies for South Africa from Authorities at Wuchow.
The Viceroy will try his utmost to provide a minimum of 2,000 emigrants monthly. Butterfield and Swire will accept any number up to 4,000 a month without previous notice; above 4,000 they will require adequate notice.
2. No expenses to be paid by Messrs. Butterfield and Swire for recruiting in the interior of Kwangsi.
3. Coolies to be brought to Wuchow by Authorities at their expense.
4. Coolies to be passed by Chinese Government Official and British Consul at Wuchow, passed simultaneously by our Medical Officer and registered, after which we will accept and despatch them to Hongkong at the expense of Messrs. Butterfield and Swire. In order that there may be no confusion, each coolie's name, village, district, age, etc., will be entered upon subjoined form at Wuchow.

A duplicate will be handed to Butterfield and Swire through their Agent there and a check handed to coolie corresponding with the number of his ticket of particulars.
6. No advance to be paid to coolies in Wuchow.
7. Butterfield and Swire to provide all food and conveyance to Hongkong.
8. Coolies passed at Wuchow but rejected in Hongkong to be returned to Wuchow at Butterfield and Swire's expense.
