From the Governor, Hongkong, to the Secretary of State for the Colonies
London, dated 4th August, 1904.
Referring to your telegram of August 3rd, His Majesty's Consul-General at Canton has arranged for publication of indenture under Articles 2 and 4 of Convention for Agency at Kuchow under Article 3 and for signature of indenture before British Consul at that place and Chinese Inspector under Article 8. Butterfield and Swire, who are recruiting firm, have Medical Examination at Wuchow and convey emigrants to embarkation camp near Kowloon, feeding them en route and in camp. Transvaal Emigration Agent remains at Kowloon as Government Emigration Officer sees to Government Medical Examination and questions emigrants in accordance with last section of Article 4 and also sees to ships fulfilling conditions embodied in Schedule of Convention.
