I have the honour to forward for your Excellency's information a copy of a submission I have made to the Lords Commissioners of the Admiralty on the subject of the Establishment of wireless telegraphy stations at Hongkong, to be worked by the Navy.
Should this submission be approved, and be carried into effect, I would propose that all wireless telegraphy work at Hong Kong be carried out by the Navy, at the station at Cape d'Aguilar, including what wire may be required for commercial purposes, and that no further licences be granted to private companies.
