With reference to the letter from this Dept of the 19th of Sept 1902 and the correspondence therein referred to,
I am directed by Sec Lyttelton to transmit to you a copy of a telegram from the Governor of Hongkong with regard to permitting free Chinese emigration from that Colony to Peru.
