The Sys has now seen his report. It appears that the system to which they object is generally approved by shipowners and masters.
The detention of ships in Quarantine at the US ports, which could be occasioned if they left Hong Kong without a clean bill of health attached to the US Consulate Certificate, is interfering with the practice.
Sees no reason for changing the practice.
