In the case of an ordinary Mutiny, we should appoint
an Emigration agent (or Consular delegate)
but I am not sure that this is necessary at Wuchang unless the Chinese require it,
as Wuchang is much a screen for Hong Kong the emigrant
should get all the protection required at Hong Kong.
