I could obtain no information as to alleged intention to sell the vessel but her Master in conversation with one of the officials of the Harbor Department stated that he was bound to his Agents - Messrs Samuel at Yokohama, Mr. J. Bandcus is a partner in that firm and trades in Japan.
On the 22nd instant the S.S. Mascotti arrived and I append paraphrase of telegrams which have been exchanged concerning her.
In all the circumstances of the case I considered it best to communicate with you before granting clearance, and I expedited an answer without delay and I can only express my great regret if my action has caused annoyance and claim for demurrage.
