The Officer Administering the Government of Hong Kong to Mr. Lyttelton.

Referring to my telegram of 14th July, following proposal made by Viceroy. Chinese emigrants to South Africa shall be passed by Chinese Authorities Wuchan West River then sent to Hong Kong to embark. Details not yet arranged. It seems possible to arrive at a final settlement of the question satisfactory to all parties.
