Paraphrase of a Telegram from The Officer Administering the Government of Hong Kong to Mr. Lyttelton.

The "Mascotte" referred to in your telegram of 24th June, arrived in ballast via Cape of Good Hope with coal enough to steam to Kobe and has sufficient left to enable her to reach that port. She only came here in order to land the Captain's wife. Her papers are in order but at Kobe she is to be handed over to her agents, Samuel Samuel, of whom Bardens is Manager. She has been refused clearance pending reference to you. Please send instructions immediately.
