I have the honour to transmit the enclosed application addressed to the Under Secretary of State for the Colonies by Dr. W. V. M. Koch, Assistant Surgeon in the Medical Department of this Colony, on the subject of his position in this Service, his salary, and the question of his promotion.

2. On the first two points I have nothing to add to the remarks made in Sir Henry Blake's Despatch No. 272 of the 3rd June, 1903.

3. For the rest, the Principal Civil Medical Officer reports that Dr. Koch has done excellent work here.
