some agreement in reference to Hongkong. Such reference I undertook to make and Mr. Campbell promised to make similar recommendation to His Majesty's Minister.

The result of Mr. Campbell's interview is given in a letter from him of which I enclose a copy.

Mr. Campbell assures me that if the embarkation at Hongkong of coolies recruited in the Viceroy's jurisdiction were recognised by an interchange of diplomatic notes or otherwise, the objections of the Viceroy would be removed.

Regarding the offers which I authorised 5.

Mr. Campbell to make, Mr. Perry had before he left for the North many weeks ago, intimated through the Firm here which acts as Agents for recruiting the coolies that there was no objection to paying the $3 per head; and I do not personally see any objection to a periodical visit of inspection by a Chinese Official. I made that suggestion to allay any suspicions the Viceroy might be labouring under in regard to our anxiety to make Hongkong the port of Embarkation.
