Lord Law's name will note that the condition for protection will not be afforded to the holder of a certificate under Section 3 unless he has registered his name at the nearest British Consulate, and that protection will be limited to events subsequent to registration.

Officers issuing certificates to persons in Hong Kong are subject to the instructions of the Emperor.

3. In your letter of the 29th ultimo (No. 219), you further opine that protection should be limited to persons who have registered at the British Consulate. It is not clear whether this observation is related only to the class of persons finally referred to in paragraph 1, i.e., "Subjects of the Emperor of China" or to all classes of British subjects.
