Referring to your telegram of 5th July Russian Consul 4th June stated that "Belgian King" expected to arrive cargo of coal cargo of munitions of war requested me to prevent her leaving for Japan from this neutral port in accordance with article six Treaty of Washington 1871. I replied that could not assent to request.
