I have the honour to return, with some
notes and corrections, the pamphlet on Hongkong which accompanied
your Confidential Despatch of the 29th April.

The most cursory perusal of the print
shows that it is of very little value, and I would suggest,
since you invite my criticism, that it should be entirely re-
written by some Military Officer on the spot who has the
requisite local knowledge.
