not the identity of the murdered man; it is the fact that he was murdered in British Territory at the instigation of Chinese Officials, for such action is in the highest degree prejudicial to the maintenance of friendly relations.
The circumstances of the case have been laid by the Governor of Hongkong before His Majesty's Government, and I have received their instructions to address to Your Highness a request that all the persons implicated may be arrested and brought to trial, and punished in accordance with their guilt. I have accordingly the honour to request that instructions may be sent to the Viceroy of the Two Kuang in that sense.
