At present the Postmaster draws as under:-

1904.

Salary. Good Conduct Pay. 1 Postman at.. $324 1 1 do. 180 2 Postmen 144 each 4 do. 132 10 do. 120 plus $12 each. 28 do. 120 22 Messengers 120

Instead of grading the men as in the Police I would strongly recommend the extension of the "Good Conduct Pay" and give every man with three years' service and a good record $1 a month, and after two further years an additional $1 a month. This would work out as follows:-

1905.

Salary. Good Conduct Pay. 1 Postman.. $336 1 do. 180 2 Postmen. 144 each 4 do. 132 10 do... 120 plus $12 each. 1 Postman.. $348 14 do. 120 plus $12 each.

1906.

Salary. Good Conduct Pay. 2 Postmen. 144 each 4 do. 132 10 do. 120 plus $24 each. 14 do. 120 plus $12 each. 10 do. 126 10 do. 120 22 do. 120

The advantage of this scheme is that it encourages postmen to work well as they know that the increase depends on themselves, and if a postman of some standing gets into trouble deserving punishment it can be inflicted by withholding his Good Conduct Pay for one or more months, whereas if he draws a certain increment he is less easily dealt with.
