I have the honour to transmit for your consideration the enclosed copies of reports by the Postmaster-General on the Staff of the General Post Office in Hongkong and the Branch in Shanghai together with a copy of the scheme showing the various changes in salaries required to carry out his recommendations. I agree with the Postmaster-General that the efficiency of the Postal Department leaves a good deal to be desired. The frequent complaints of the Public testify to this and I am strongly of opinion that a determined effort should be made to increase the efficiency and strengthen the Staff.

I believe that this scheme, if adopted, would prove effective in inducing Officers to stay in the Service and suggest that a long probation, of say six or twelve months, should be stipulated on first appointment which would enable the Government to get rid of Officers who might during such trial turn out to be incapable or undesirable for retention in the Service.
