And in every Provincial city in China, there is a Tartar city where Manchus reside separate from Chinese? How is it not also set apart at Peking a Foreign Reservation, or Legation Quarter, where alone the members of the various Legations, and by special permission the officials of the Imperial Maritime Customs and their Chinese servants may live?

Are not the British Settlements at Tientsin and elsewhere, which are foreign soil leased to Great Britain; and the British Concessions at Hankow, Kiukiang, Chinkiang, Amoy, and elsewhere which are ceded in perpetuity to Great Britain, instead of European Reservations whose primary object was precisely that of the Peak Reservation Ordinance?

And do not the Chinese cheerfully consent to the British Municipalities which administer those Settlements and Concessions, prohibiting Chinese from residing there?
