In the Colony of Hongkong, on the 19th day of November, 1903, a meeting of the undersigned, signers of this present schedule, convened by Messrs. Manuel Prim Ruiz, Presidente of the Supreme Military Government of the Philippine Islands, and Artemio Ricarte, "Vibora" Vice-President of the said Government, both Lieutenant-Generals of the Democratic Universal Philippine Government, with the view of forming an Universal Democratic Revolutionary Philippino Committee in this Colony, and to act as such, examine, watch, obey and make obeyed all mentioned in the programs, statutes and governmental institutions of the Rising Universal Democratic Filipino Government and flag; and being obligatory that we make an oath for our adherence to the present act before the wise people and particularly to our beloved country Filipino:
We solemnly declare and without scruple that having maturely examined the new revolutionary flag, the expositions, statutes and program of the Rising Universal Filipino Democratic Republic organized and sanctioned by a central Universal Committee, established now in Paris by our Government, just as well as the Military Political organizations rules, judicially, administrative with dispositions and laws of military penalties, being a great work of Mr. Prim as War Secretary of the Government, now present: We voluntarily declare that we are satisfied and agreeable to all that is mentioned and accept all that has been previously related, merely because we always longed for the absolute independence of our country Philippines.
At the same time we declare that we are not, in any way, interested with any dealings of the Ex-Revolutionary Government represented by Mr. Emilio Aguinaldo; we do not recognize that power; but simply we will face and support what we think to be just, all that may concern the...
