Messrs. Dubosc and Carranza were politely informed that their presence was no longer required in Canada, and they were ordered to depart thence by first steamer. It is believed that Exhibit 'D' can be used with the same effect on the members of the revolutionary Junta in Hongkong, if deemed practicable by the Philippine Government.
