we ignore the authority of its former members, and that we will sustain and defend what we today believe just, that is, all which relates to the newly born Universal Democratic Filipino Republic. We also declare that from this date the new Universal Democratic Republican Committee is established in this Colony of Hongkong obeying the instructions and orders of the members of the Central Committee established today in Paris as well as the Supreme Authorities of the Universal Democratic Filipino Military Government in the Philippine Islands in all matters that based upon the ideal we seek, that is the Absolute Independence of the Filipino People.
We further declare to the Universal People and in particular to the Filipino People that this Committee like all those that are organized with similar character, has never participated nor does it participate in the benefits and funds that pertained to the unfortunate Revolutionary Committees in this Colony and in other points abroad which represented the personality of Emilio Aguinaldo for we neither desire nor need them and we make this observation in order that at no time the Filipino People may hold us responsible for interests that we have not administered under any whatever concept. Although the Committees of Aguinaldo have been dissolved the funds and documents which were in the possession of their members continue in the hands of some of them without their having given previously any satisfaction to the Filipino People of the funds collected.
We will work without any remuneration such as was received by those who guard till now the treasure of the unfortunate Government of Aguinaldo and these are the observations we feel required to make. The former Committee organized in the presence of Senores Prin and Vibora is now organized as follows:-
