We the signers of the document assembled in the Colony of Hongkong November 19th, 1903, at the call of Senors Manuel Prin Ruiz, President of the Supreme Military Government of the Philippine Islands and Artemio Ricarte, "Vibora", Vice-President of the same Government both Lieutenant-Generals of the Universal Democratic Filipino Republican Government, for the purpose of organizing a Universal Democratic Filipino Revolutionary Committee in this Colony in order that it function as such and that the exhibits, statutes, and constitutional program of the Universal Democratic Filipino Republican Government and its flag be respected throughout, and it being highly necessary that we make a declaration of the present act in the face of the intelligent world and in particular before our dear Filipino people for its satisfaction: We solemnly declare without mental reserve that having well and conscientiously examined the new revolutionary flag, the exhibits, statutes, and Filipino constitutional program of the newly born Universal Democratic Filipino Republic drawn up and approved by a Universal Central Committee established today in Paris and by our Government as well as the politico-military juridico-administrative regulations of organization with its depositions and penal military laws, the great work of Senor Prin as Secretary of War of the present Government; we declare of our free and spontaneous will that we are satisfied and in conformity with all its parts respecting and causing to be respected all its anterior manifesto because our aspirations have always been and are the Absolute Independence of the Filipino People.
We declare at the same time that we are entirely separated from the former Committees of the unfortunate Revolutionary Government represented by Senor Emilio Aguinaldo y Famy that We ...
