It is reported from Hongkong that the Ricarte-Ruiz Junta have just finished printing a proclamation, which is to be widely distributed throughout the Philippine Archipelago. A copy of such proclamation has been seen by our Operative, and a photograph of same will be received here in a day or two. In connection with this Junta, it is reported from Hongkong that the newspaper El Renacimiento is in sympathy with, and in an indirect manner, working for the benefit of the Irreconcilables.

This Office is informed by the Operative in Hongkong that Ruiz has made the statement that the El Renacimiento seems to be very bitter against him and that the advice which that paper has given to Filipinos to have nothing to do with him is merely a blind, and done for the purpose of printing articles which emanate from his pen. Attention is invited to the issues of the above-named paper for the 6th and 7th of this month, which contain extracts from Ruiz's pen and also publish his circular.
