Sir,

Referring to our conversation of 19th in relation to certain agitators in Hongkong, I have the honour to send you herewith certain communications and documents which explain themselves. While it is true that the new Filipino Junta in Hongkong is not potent, it still has a pernicious effect on a certain class in the Philippines which has no intention of earning an honest living as long as it may prey upon the people.

Many of the ignorant Filipinos are easily victimized by pamphlets and documents published in Hongkong purporting to have Paris as their origin. The rankest plotter of them all is one Artemio Ricarte, "Vibora", whose antecedents have all been bad.
