does not consider that persons should be banished for political offences, the members are in favour of banishing the persons named in the Police report on the principle, recognised in respect of China in Mr. Chamberlain's Despatch No. 238 of the 8th November, 1896, and endorsed by the banishment of Sun Yat-sen, Kang Yu-wei and others, that it is desirable to prevent Hongkong from being made a base of action for conspiracies against the neighbouring and friendly Government of the United States.

In this view I concur, but before proceeding to act on the advice of the Council I desire to know whether you approve the banishment of these persons or not.
